Any person who has not taken oath or is not a member of the Federal Parliament as per Article 88, attends or votes in a meeting of any house or committee of the Federal Parliament in the capacity of a member, he shall be so present or voted by the order of the person presiding over such meeting. There will be a fine of five thousand rupees for each time and such fine will be levied on the government balance.
